A/What are you promoting? Is there a demand for your websites product or service? If not you are about to waste alot of your time writing & promoting a website that no one wants to see! Research your market, are there alot of searches for keywords related to your site? Yes? Ok so you have a site idea worth developing & promoting.
B/ Stop before you go any further you need to do more marketing research. Is your idea too competative? Were there alot of searches? If so precise targeting of your web site promotion is essential. Dont give up if the market has allot of competition its a good market & worth promoting. Instead research different marketing angles using different keywords or key phrases - There will be a niche you can exploit in nearly every market. Kei is the secret to Niche finding this is the number of searches divided by the number of results. You want lots of searches but the less competition the better!
C/ Once you have your Niche now you have to develop & market it. Build your site around your niche keywords. Use your Meta tags on every page, be sure your meta tags reflect your content & the content contains your niche keywords. Ok your now ready to promote your new site after, you guessed it more research - What sites will link to you? What sites are worth linking too? What are the authority sites in your niche? You can waste allot of time, money & potential ranking position promoting your site incorrectly. Only use White Hat promotional techniques, do not flirt with a Google ban! When you are completly finished then you can submit your site, do not submit a site under construction! Submission will occure automatically if you link to a high page ranking site (best way). Even better if it is in your field.
